On Tuesday, May 21,1996 Detective Harvey M. Davis was on special assignment from the Harris County Sheriff’s Department while participating in the Law Enforcement Special Olympics Torch Run. Detective Davis was one of 38 participants carrying the Special Olympics Torch from Houston to Austin for the opening ceremonies of the Special Olympics Summer games. This was the first time he had volunteered to participate in this event and was very eager to do his part. He participated in the send off ceremonies with all of the runners on the front steps of the Houston Police Department and showed no sign of any medical problems or distress. Tragically, shortly after he started his first leg of the relay, Detective Davis was running along with his group when he suffered a massive heart attack and collapsed between Hockley and Waller. Paramedics attended to him almost immediately after he collapsed and Life Flight medical personnel also arrived and worked on Detective Davis for more than an hour. Doctors at Hermann Hospital pronounced him dead shortly before 1:30 p.m. Detective Davis was a 14-year veteran of the Harris County Sheriff’s Department and was assigned to the Criminal Warrants Division. Detective Davis was the 24th deputy to die in the line of duty.
