What is PREA? Español

The Prison Rape Elimination Act of 2003 (PREA, P.L. 108-79) was enacted by Congress to address the problem of sexual abuse of persons in the custody of U.S. correctional agencies. The Act applies to all public and private institutions that house adult or juvenile offenders and is also relevant to community-based agencies. It addresses both inmate-on-inmate sexual abuse and staff sexual misconduct.

On June 23, 2009, the National Prison Rape Elimination Commission released and forwarded to the U.S. Attorney General its final report and proposed standards to prevent, detect, respond to and monitor sexual abuse of incarcerated and detained individuals. Based on the Attorney General’s independent judgment, a final rule was published to the Federal Register on June 20, 2012 (NIC, 2014).

PREA AUDIT: AUDITOR’S SUMMARY REPORT ADULT PRISONS & JAILS

2019

The audit of the Harris County Sheriff’s Office (HCSO) Joint Processing Center (JPC) was conducted on Aug 26 – Aug 28, 2019 by Ian Rachal, Department of Justice certified PREA auditor.

2017

The PREA audit of 1200 Baker St. Jail was conducted on April 10th, 2017 – April 13th, 2017 by Ian Rachal, Department of Justice Certified PREA auditor.

2015

The PREA audit of 701 N. San Jacinto Jail was conducted on November 30th, 2015 – December 3rd, 2015 by Ian Rachal, Department of Justice Certified PREA auditor.

2014

The audit of 711 N. San Jacinto Jail was conducted on December 15th – 17th, 2014 by Ian Rachal, Department of Justice Certified PREA auditor. This audit was conducted in conjunction with an audit of the 1307 Baker St Jail facility during the same time frame.

The days of your life should be free of sexual violations. If you or someone you know has been sexually abused or sexually harassed at the Harris County Sheriff's Office; tell a staff worker, volunteer, chaplain or anyone who can assist. The HCSO has a Zero-Tolerance policy against sexual abuse and sexual harassment.

It is the policy of the Harris County Sheriff’s Office to respond to, and administratively and/or criminally investigate all alleged incidents of a sexual nature. The HCSO has zero tolerance for all forms of sexual abuse and sexual harassment within its facilities.
