Professional Development & Standards Bureau

The Professional Development and Standards Bureau is comprised of the Crime Analysis and Intelligence Division, the Internal Affairs Division, the Professional Development Division, and the Professional Standards Division.

CRIME ANALYSIS AND INTELLIGENCE DIVISION (CAID)
The Crime Analysis and Intelligence Division consists of Crime and Intelligence Data Analysts who provide timely and accurate tactical, intelligence, strategic, and administrative analysis of crime-related data. This division supports strategic goals and community policing efforts by offering data-driven solutions and facilitating intelligence sharing within the department and with law enforcement partners. Collaborating with local, state, and federal agencies, the division assists the Sheriff’s Office in keeping the citizens of Harris County safe.

INTERNAL AFFAIRS DIVISION (IAD)
The Internal Affairs Division is dedicated to protecting and preserving the public trust and confidence in the Harris County Sheriff’s Office employees. The division includes Investigative Squads, the Use of Force Review Squad, the In-Custody Death Review Squad, and the Records Management Section. IAD investigates allegations of employee misconduct according to HCSO policies and Texas state law thoroughly and impartially. Complaints are handled courteously and professionally by highly trained investigators who adhere to strict guidelines. IAD ensures that Sheriff’s Office employees meet the highest standards of honesty, integrity, accountability, and efficiency through independent investigations, audits, inspections, and special reviews. The division is committed to ensuring fairness and respect for both employees and citizens.

PROFESSIONAL DEVELOPMENT DIVISION (ACADEMY)
The Professional Development Division is a regional training institution that provides comprehensive and specialized training to HCSO personnel as well as outside agencies. This division offers state licensing courses for Basic Peace Officers, Basic County Corrections Officers, and Tele-Communicators. It is a sanctioned testing site for the Texas Commission on Law Enforcement, the state regulatory agency governing peace officer standards in Texas. The division provides advanced training opportunities, both in-person and online. The division aims to align training with best practices, the latest technologies, and new legislation to ensure all personnel are well-trained and able to deliver professional service.

PROFESSIONAL STANDARDS DIVISION (POLICY UNIT)
The Professional Standards Division conducts research to assist leaders in developing effective and innovative policies, procedures, and guidelines that align with the agency’s mission and core values while adhering to ethical and moral standards. The division also conducts audits to evaluate the operational functions of the agency, ensuring compliance with standard operating procedures, policies, and all applicable state and federal laws.
